With reference to your Despatch Confidential of

the 8th. February, 1913, paragraph 9, I have the honour to re-

-commend that the rentals, which were approved in your Despatch

No. 75 of the 9th. March, 1911, in respect of quarters at Taipo

occupied by the District Officer and Assistant District Officer

respectively, should be abolished in accordance with the principle

that none should be charged on quarters which officers are obliged

to occupy in order to facilitate their work.

The abolition should however be accompanied by

the condition that in the event of an officer having to be transfer-

-red, owing to the exigencies of the service, to Hongkong or else

-where no compensation for loss of quarters will be given.

This condition would not apply in the case of

Mr. S. B. C. Ross the District Officer, who is in the III Class on

the dollar scale of salaries, and who does not suffer deduction, but

it should be clearly understood by all future appointees to the

two posts as well as by Mr. G. N. Orme the present Assistant

District Officer that no such claim whatever will on any account

in future be entertained.

The deduction for rent was recommended by Sir

F. Lugard in order to equalise the value of these two posts with

others in the same class in the Sterling Salaries Scheme, and to

obviate
